Public service delivery at a local level by local authorities is a new experience in Afghanistan and is not a long history, as well as being a widely accepted practice around the world. Providing to the individuals in a healthy way at the local level, certainly, has not been possible for years, in the country where there is a constant security concern of life. Today, together with such as the continuing problems at the local level, despite the international community’s various aid to Afghanistan, the establishment of the Independent Directorate of Local Governance in the country, and the efforts of the central government on that, reaching to a desirable level of local governments is a still difficult situation. However, concrete steps that were taken are noteworthy in this respect. Given the great importance of the centralized management understanding of the country, causes to remain a part of its central government of the structures operating at the local level. This study mainly deals with the institutions or units that were structurally established at the local level in Afghanistan at a theoretical level. In addition to the shortcomings resulting from the legal and practical aspects of the related institutions, various proposals are being made in order to improve this understanding of the local government of the country.
