Abstract
The bread problem experienced in Istanbul during the early years of the Republic emerged not merely as a matter of provisioning, but as a multifaceted issue reflecting the regulatory role of the state over social life, the understanding of municipal administration, and the process of economic transformation in the Early Republican period. This study examines the bread crisis that arose in Istanbul between 1921 and 1926 within the framework of production, distribution, supervision, pricing, and public reaction. A historical analysis has been conducted based on major contemporary sources such as the newspapers Cumhuriyet, Vakit, Vatan, İkdam, Tanin, and Tasvir-i Efkâr, together with municipal reports, articles, and provisioning statistics published in Şehremaneti Mecmuası. The perspectives of the administrators of the period were also evaluated through the proceedings of the Türkiye Büyük Millet Meclisi Minutes Journal. Particular attention has been paid to the impact of the abolition of the tithe tax (Aşar) in 1925 on wheat production and its implications for Istanbul’s bread supply. In this context, the supervisory measures implemented by the municipality against practices such as reducing bread weight and increasing prices by bakers are discussed in detail. Through the inspection of bakeries, regulations concerning bread weight, the difficulties experienced by the public in bread queues, and contemporary press coverage, the social impact of the bread issue has been concretely demonstrated. The study also reveals the technical and economic policies of the Şehremaneti, one of the early examples of municipal administration history, while showing that bread represented far more than a mere food commodity in the daily life of Istanbul’s inhabitants during this period. The bread issue also constituted a concrete reflection of the economic hardships and social unrest experienced in everyday life. Long queues in front of bakeries, disruptions in bread supply, and the dissatisfaction caused by rising prices were conveyed to broad segments of public opinion through the press of the period. News reports and commentaries published in newspapers indicate that the issue at stake was not solely a provisioning problem, but also the state’s capacity to respond to social needs. This process heralded a new phase in state–society relations, making the interventionist role of the state in maintaining social order, securing the supply of essential consumer goods, and meeting the daily needs of the population increasingly visible. In conclusion, this article demonstrates that the bread problem in Istanbul during the Early Republican period should be evaluated within a broad framework extending from economic structures and public services to social reactions and food policies, at a time when state–society relations were being fundamentally redefined.
