Özet

The Ottoman State came on the verge of collapse after the Turco-Russo Wars, the Balkan Wars and the Great War in the 19th and 20th centuries. In the meantime, in consequence of these wars, it also faced with the mass migration of the Muslim population from Crimea, the Caucasus and the Balkans to Anatolia. The main aim of the State in the face of these mass migrations was to settle the immigrants (by distributing them separately) and to give them seeds and bovine animals and to make them breeders and thus to levy taxes and to avoid expenses.
