The licensed warehousing system that facilitates and registers trade of storable agricultural products, expands the market of products, contributes to enhancement of product markets and price stability has grown rapidly since 2016. This study aims to investigate warehouse operators' perspectives on the system, their interaction with related institutions, and the problems they face. Face-to-face interviews were made with 30 randomly selected warehouse operators in 13 provinces to collect the data to conduct qualitative analysis. The results show 78.4% capacity of the warehouses was being used to store products for a period of 10 months in average. Warehouse owners believe that the system makes a significant contribution to food supply chain and price stability owing to its effects, such as spreading supply throughout the year, increasing the storage opportunity, and facilitating preservation. However, they also expressed concerns about insufficient inspections, the excessive number of warehouses in some regions, and the reductions in incentives to encourage producers. The problems they face are that it is difficult to preserve the products well for long storage period, personnel working as independent authorized classifiers works under the influence of warehouse owners, inspections and controls are insufficient, and producers have difficulties in making appointments for product delivery. In order for the system to be sustainable and to work towards the objectives, it is suggested that system legislation on issuance of licenses needs to be revised. The issues of regional excess capacities and independent authorized classifiers must also be taking into account.
