Disasters are spoken only for a few weeks after it occurs and generally states and authorities make plans for predisaster and disaster moment. Studies carried out for reintegration into normal life after disaster is quite insufficient (Altay & Green, 2006). This study aims to determine importance/priority order of groups who are affected right after the disaster takes place (children, parents, disabled, elder, patient, those who have a loss and who are financially incapable) for reintegration into daily life. Within the scope of study, fuzzy AHP and stochastic MOORA methods are used for the first time in literature. In determining groups and importance/priority order of groups who are analyzed, the opinions of experts who operate in civil defence and work at disaster management center are asked.
