The analysis of the policies of both central government and local
governments on diversity introduced in WP4 Report showed that they are focused
on socio-economic diversities and can be defined as policies for assisting disadvantaged
groups. Existing policies refer to issues related to material
inequalities between socio-demographic and socio-economic groups. The main principle underpinning the formulation
of such policies is “equity”. The
terms social cohesion, the provision
of support for disadvantaged groups,
overcoming income inequalities are
used often without a clear reference to policy measures. The review of the
outcomes of the previous and current urban policies shows that the provision of
facilities and support to disadvantaged groups disregards their other
characteristics, although most of the disadvantaged groups have different
identities and cultural background than the majority population. The concerns on cultural and ethnic
diversities are less and there is limited attention to delivering special
rights and opportunities for different ethnic and cultural groups. The
general approach has been the persistence of devaluing and stigmatisation of
the existing cultural, ethnic and religious diversity, although this attitude
has changed substantially in recent years However, the recognition of diversity still is a matter of debate in Turkish

mushrooming of voluntary groups...
