Küreselleşme politikalarının uygulamaları sonucunda ortaya çıkan ve giderek artan bir şekilde devam eden ve
ekonomik bunalımlar ile kendini hissettiren yoksulluk problemi tüm dünyada özellikle dezavantajlı gruplardaki
bireyler üzerinde olumsuz etkisini göstermektedir. Yerküre üzerinde yoksul halkın %70’i kırsal alanlarda
hayatlarını devam ettirmektedir. Yoksulluk sorunu bu insanları şiddetli bir şekilde etkilemektedir. Bu bağlamda
ortaya atılan Yoksul-Yanlısı Turizm Yaklaşım Modeli, kırsaldaki yoksulluk sorununa çözüm getirmeyi,
kalkınmasını sağlayamayan bölge ve mekanların turizm potansiyelini aktif hale getirmeyi ve bu bölgelerde
farkındalık sağlamayı hedeflemektedir. Elazığ ilinde gerçekleştirilen bu çalışma ile Yoksul-Yanlısı Turizm
Yaklaşım Modelinin burada uygulanabilirliği sayesinde kırsal kalkınma politikasına farklı bir bakış açısı
getirmektir. Elazığ ilinde uygulanan anket çalışması ile yoksulluk problemine turizmin katkı sunacağı, sektörün
geliştirilmesi sonucunda ivme gösteren bir sektör olacağına yönelik bulgular saptanmıştır. Turizm ile ilgili
gerekli envanter, yatırım ve tanıtım faaliyetleri sonucunda turizm sektörünün çarpan etkisinden Elazığ ilinin
faydalanılacağını söylemek mümkündür
The problem of poverty, which has arisen as a result of the implementation of globalization policies and which
continues increasingly, and which makes itself felt with economic crises, has a negative impact on individuals in
disadvantaged groups all over the world. 70% of the poor people on earth live in rural areas. The problem of
poverty affects these people severely. The Poor-Pro-Tourism Approach Model introduced in this context aims to
provide solutions to the problem of rural poverty, to activate the tourism potential of the regions and places that
cannot develop and to raise awareness in these regions. Thanks to the applicability of the Poor-Pro-Tourism
Approach Model with this study carried out in Elazıg province, it is to bring a different perspective to rural
development policy. With the survey study carried out in Elazıg province, findings have been determined that
tourism will contribute to the poverty problem and it will be a sector that shows momentum as a result of the
development of the sector. It is possible to say that Elazıg province will benefit from the multiplier effect of the
tourism sector as a result of the necessary inventory, investment and promotion activities related to tourism.
