Özet

The Licensed Warehousing Law in Turkey was enacted in 2005, and after 2016, it began to spread rapidly. As of May 2025, Turkey has reached a total storage capacity of 12.3 million tons, operating at 313 locations in 58 provinces with 229 companies. This study investigates the perspectives of producers who deliver their products to licensed warehouses, as well as the system's strengths, weaknesses, opportunities, and threats. In order to collect data for analysis, face-to-face interviews were conducted with 445 randomly selected producers in the 11 provinces with the highest concentration of licensed warehouses. According to the research findings, the strengths of the system include storage opportunities, accessibility, state assurance, and credit availability. The weaknesses are the failure to receive the product at its actual value, discrepancies in analyses, and high warehouse rental costs. The opportunities are identified as government support for licensed warehousing, while the main threat is the potential for warehouse owners to engage in hoarding and profiteering if government support is withdrawn. To improve the system, it is suggested that support has to be increased and diversified, the number and capacity of warehouses expanded, enterprises institutionalized, and warehousing carried out by individuals trained within the sector.
