Sustainable Human Development and Twelve Important Qality Criteria for Extension Projects and a Case in Eastern Turkey

Özet

The objective of this paper is to emphasize the importance of the sustainable human development (SHD) or capacity development (CD) on the part of the human resources and put forward some important criteria to ensure quality in extension projects. Rural development component of Linking Eastern Anatolia to Progress program (LEAP) will be given as an example as it relates to these criteria.  

The External Relations Department of Atatürk University through negotiations with the United Nations Development Program (UNDP) Representation to Turkey has initiated LEAP, in accordance with the objectives of the university to contribute to the attempts for socio-economic development in the Region.

The Program Document of LEAP was signed in May 2000 by Atatürk University as the Executive Agency, Ministry of Foreign Affairs as representative of the Turkish Government and UNDP Representation to Turkey. A Program Coordination Unit (PCU) was established within the University in 2001 as called for by the Program Agreement.

There are three sub projects under LEAP. These are: Participatory Rural Development (PRDP), Entrepreneurship Support and Tourism Development projects. As the name indicates, participatory approach was adopted in the Rural Development Project.

It has been concluded that, SHD provides the basis and mental power to formulate Extension and Development projects in accordance with important quality criteria and execute them effectively. The important quality criteria includes but not limited to proper format, methodological approach, thematic relevance, economical viability, social sensitivity, cultural compatibility, environmental impact, policy support, appropriate technology, institutional capacity, Participation & ownership and sustainability.
