Determination of the effectiveness of cattle grants disbursed under the IPARD program: case study in Eastern Turkey

Özet

In this study materials include surveys which have been applied 34 firms that received grants from TKDK (Agriculture and Rural Development Support Institute) and 64 firms that have not received any grants from TKDK in the Erzurum, Kars and Agri provinces. With this study we determine enterprises that have been reached or not reached their targeted purposes or goals with IPARD grants and what extent their purposes are realized in Erzurum, Kars and Agri provinces. Treatment Effect Model was developed and used to determine the profitability of grants disbursed by TKDK. According to the findings, treatment effects of cattle enterprises who are beneficiaries of the grant recorded an I increase in gross profit of 90 000 TL relative non beneficiary enterprises. It is of great importance to businesses which received grants to develop and become competitive companies and can contribute towards low production costs among businesses. This research made an important contribution to literature towards measuring the effects of the grants on business profitability. The results of this research serves as a useful information to policy makers and the Ministry of Food, Agriculture and Livestock of Turkey.
