Spatial optimization of green hydrogen production hubs and capacity allocation: A hybrid MCDA–MILP framework for Türkiye

Özet
This study presents an MCDA–MILP decision support framework for hydrogen hub location and capacity allocation in Türkiye. Candidate sites are evaluated using renewable potential, water stress, logistics, and environmental criteria to analyze cost–emission trade-offs under alternative scenarios. The MILP is parameterized around an alkaline-electrolyzer baseline and uses production stage, electricity related (Formula presented) as the emission boundary. At a fixed production target of (Formula presented), increasing the logistics weight from (Formula presented) to (Formula presented) shifted the selected configuration from inland hubs to a coastal. This shift increased total system cost from (Formula presented) to (Formula presented) ((Formula presented) ), while reducing emissions from (Formula presented) to (Formula presented) ((Formula presented) ). The transition from inland-dominant to coastal-oriented configurations occurred near (Formula presented). Stricter emission caps may render high-production scenarios infeasible. The proposed framework supports strategic hydrogen hub planning by integrating logistics, emissions, and spatial infrastructure.
