He was born in 1964 in İspir, northern town of Erzurum Province. He attended Elementary and middle school in İspir, high school in Rize Province and College in Erzurum. He completed all his graduate studies at the Ohio State University in the U.S. including MA in Economics, MsA in Agricultural Economics, PhD in Agricultural Economics in 1994. He was appointed as assistant professor in 1994, became associate professor in 1996 and full professor in 2003 in the department of agricultural economics at Ataturk University, Erzurum, Turkey. Dr. Yavuz worked as Fulbright visiting scholar at the OSU in for one year in 2001/2002 education year and YÖK visiting scholar for three months in 2011. He was appointed as advisor to the minister of agriculture in 2004 and 2005. He coordinated very important extension project titled “Erzurum Province Cattle Breeding Project” for seven years starting from 2005. He is also the chair of executive committee for a local NGO since 2007. He was head of office of international affairs at Ataturk University between 2008 and 2016. He is working as Bologna Expert at Higher Education Council since 2009. He also worked as advisory committee member at TÜBİTAK, higher tenure commission member at UAK and working group member of vocational schools at YÖK in the years of 2011 – 2016. He also worked as department chair for 9 years until March 2018. He has had many research and extension projects, books, textbooks, research and extension articles and presentations at regional, national and international level in the fields of Agricultural Economics, Agricultural Policy, International Agricultural Trade and Economics of Animal Husbandry. He also had very intensive international experience for academic purposes with around 80 visits in 40 countries. He is married and has four children.
